Six things that are true in every town.

The details change at each municipal line. These don't.

The heater needs an electrical permit

A sauna heater runs on a dedicated 240V circuit. Every municipality here requires a permit for that work, pulled by a licensed electrician.

A sauna is a heated building

Shed exemptions often assume an unheated building. Madison's says so outright. Don't assume the shed rules cover a sauna.

Setbacks run 3–10 ft

From side and rear lot lines, plus a minimum distance from the house in several towns. Measure before you fall in love with a spot.

Count your outbuildings

Waunakee allows one accessory building, DeForest two, and Verona one foundation-less structure. Cross Plains caps non-garage sheds at 250 sq ft combined.

Burn clean, dry wood

Wherever wood is allowed, burn only clean, seasoned firewood, and don't let smoke become a nuisance to neighbors.

Village ≠ town

Cottage Grove, Oregon and Cross Plains are each a village and a town, with different rules. Check which one your parcel is in.

Wood-fired red flags

Three towns where wood needs a written OK.

Some towns banned outdoor wood boilers years ago, and the wording can reach further than intended. In these three, it's worth asking before you choose wood.

    MiddletonMiddleton §13.03 and §17.02(5)(b) treat "outdoor solid fuel" heating devices, meaning any not inside a dwelling, as banned or a nuisance. A sauna stove is inside a building, but not a dwelling. Until the city puts an interpretation in writing, an electric heater is the safer choice in Middleton.

    Oregon§10.05(13) declares any "outdoor solid fuel fire heating device" a public nuisance, with "outdoor" meaning not inside a dwelling or public building. Interestingly, the fee schedule includes HVAC fees for wood-burning appliances. Ask the village to reconcile the two in writing.

    StoughtonSec. 26-43 bans "outdoor fired furnaces," defined as stoves not in a building intended for habitation. A sauna is a building, but arguably not one intended for habitation. Get the fire marshal's written opinion before choosing wood.
Lakefront & shoreland

A sauna by the water takes more planning.

Everyone on Mendota, Monona, Waubesa and Kegonsa wants a sauna a few steps from the plunge. Shoreland zoning is why it's rarely right at the water's edge.

Wisconsin's shoreland rules (NR 115) apply within 1,000 ft of a lake and 300 ft of a river or stream. Within that zone, structures generally must sit at least 75 ft back from the ordinary high-water mark, with limited exceptions. Dane County administers shoreland zoning in unincorporated towns, and cities and villages may have their own shoreland rules.

Do you need a permit for a sauna in Dane County?

Almost always. In 12 of the 15 jurisdictions we researched, a backyard sauna needs a structure permit at any size. Fitchburg (under 64 sq ft) and Sun Prairie (80 sq ft or less) exempt small buildings, and unincorporated towns often do too. Every jurisdiction requires an electrical permit for an electric heater's 240V circuit.

Is a barrel sauna considered a shed?

Usually it's treated as an accessory building, like a shed, but with one important difference: it's heated. Madison, for example, exempts small sheds only if they're unheated, so a sauna never qualifies for that exemption.

Can I have a wood-fired sauna in Dane County?

In most towns, yes, often with an HVAC or stove permit. Middleton, Oregon, Stoughton have ordinances against outdoor solid-fuel heating devices whose wording could reach a sauna stove, so get a written interpretation there first, or choose an electric heater.

How far from the property line does a sauna have to be?

Between 3 and 10 ft from side and rear lot lines, depending on the town. Several towns also set a minimum distance from the house (5–10 ft). See the comparison table above for each municipality.

Can I put a sauna next to the lake?

Lakefront lots fall under shoreland zoning, which generally requires structures to sit well back from the water. Wisconsin's statewide minimum is a 75-ft setback from the ordinary high-water mark, with limited exceptions. Talk to Dane County Zoning (or your city, if it administers its own shoreland rules) before you plan a sauna near the shore.
